Accela Citizen Access Portal – Complaints
The Accela Citizen Access Portal is the Warren County Health District’s online system which allows members of the public to submit environmental health complaints. This system ensures that your concerns are routed directly to the appropriate inspector for investigation.

Investigative Authority
The Warren County Health District uses the Premises and Maintenance Regulations to respond to housing complaints. This regulation is typically used for Landlord and Tenant relationships when one of the parties is not fulfilling their legal responsibilities. In other instances, the WCHD Premises and Maintenance Regulation is used to ensure that property owners and residents throughout Warren County meet minimum standards governing utilities, sanitary conditions, and safety.

Outside Our Scope
We do not have the legal authority to investigate the following:
- Mold
- Tall Grass/Weeds
- Feral/Roaming animals
- Animal feces on your property from other people’s animals
- Non-mosquito pest harborages (outside of someone’s home)
How to Submit a Complaint
Follow these steps to ensure your complaint is filed correctly in the portal:
- Access & Account
- Open the Portal using the button above.
- Log in or create a new user account.
- Navigation
- Select the Complaints tab at the top.
- Click Submit a Complaint.
- Terms & Submission
- Read and accept the legal disclaimer.
- Select Continue Application.
- Provide all details regarding the location and nature of the complaint.
