Public Swimming Pools
Public swimming pools, spas, and special use pools are regulated under the authority of Chapter 3749 of the Ohio Revised Code (ORC) and Chapter 3701-31 of the Ohio Administrative Code (OAC).
Note: Most public swimming pools in Warren County operate seasonally, though several facilities remain open year-round.
Safety & Health Standards
Disease Prevention
Recreational Water Illnesses (RWI’s) are prevented by maintaining proper water chemistry and ensuring the correct operation of recirculation, filtration, and disinfection equipment.
Regular Inspections
Our Environmental Health Staff inspects all public pools one to two times a month during their operating season to verify safety equipment, signage, and lifeguard certifications.
Operator Requirements
Operators must maintain a Weekly Operation Report logging water quality tests, accidents, and chemicals added. Fecal or vomitus incidents must follow the mandatory Flow Chart protocol.
Plan Approval & Equipment Changes
The Ohio Department of Health must approve all substantial alterations or equipment replacements before work begins:
- Substantial Alterations
- Changes to pool depth, shape, or design.
- Replacing the pool deck or fence.
- Complete replacement of the recirculation system.
- Replacement of >50% of the gutter overflow or inlets/outlets.
- Equipment Replacement
- Replacing pumps with different horsepower or flow capacity.
- Changing disinfection devices (different reagents or delivery methods).
- Replacing filters with different media or filtration rates.
